If you're talking about scorecard comments and/or ratings, here are the relevant TOS passages on those:

1. "The website ratings provided in connection with the Services may not be accurate as they are based on subjective evaluations of the users. WOT makes no representations or warranties about the suitability, reliability, and accuracy of such ratings . . ."
   
   "WOT does not control, monitor, or have any detailed knowledge of the Content and other information presented and received through the use of the Services. Therefore, you may be exposed to information that is erroneous, indecent or otherwise objectionable. WOT shall not be liable for the Content and other information spread or delivered through or in connection with the Services. You agree that you shall bear all risks associated for the use of such information."

The "rules" you may be referring to might be Deborahs blog of the[url=http://www.mywot.com/en/blog/235-top-10-wot-questions-answered t=_self]Top 10 Questions asked on WOT, specifically question #2[/url]. Here's what I'm guessing is the relevant part of that blog post in question #2:
