An obvious Spam web site

I was surfing google images - term: Gary Oldman family
The 6th or 7th picture over yielded a spam virus j-script "your windows machine is infected blah blah..." (I'm on a Linux machine...That message is a laugh)

The actual link pointed to is a distant sub-url of "" in what appears to be a word press blog - pointing to a questionable site "" that WOT fails miserably to identify in my google search. So my questions:

Why in the original google search does WOT fail miserably to identify the image as questionable...when the reference to is blatant (a link appears in the search) even while a direct google of directly DOES yield a questionable result?

Looks to me as though if a ton of people have rated this "accidentalsexiness" site rating won't make much difference!! Is there any way to report a very obvious malware or bare minimum scam attempt for review?
