Echo . . . is there any solution for this besides rating the subdomain and hoping it turns green?

This is too bad IMO

Did you read the blog posting? I believe it's actually pretty logical for an unknown blog's reputation to start from the overall reputation of existing blogs (i.e. blogspot.com) until proven otherwise.

It also takes ALLOT of good ratings to change these ratings

It doesn't really take that many ratings to change an inherited reputation, but obviously some, otherwise manipulation would be rather easy.
