The blog owner is apparently a British schoolboy ("C.D.") who disclosed too much PII about himself while invading the privacy of another schoolboy ("R") in order to humiliate him. I am uncomfortable discussing the identities of either of those children.

Makes you wonder what their own children will be like, or capable of!

Afraid kids (and many teens) of today (around here anyway), seem to have severe attitude especially towards adults and authority and are growing in numbers yearly.

And expect the authorities to do what! The kid is probably already under supervision by Social Services over behaviour problems. The police are not exactly efficient in dealing with kids like him.

Well, do prevent that something like this happesn again. Sure you can say it's cyberbulling. And it's common among teens. Although that's no excuse since this is a brutal way to destroy lives. But considering the amount of criminal energy this person has (check the number of sites he has created) there should be done something.,

That's absolutely correct. And there are others, who can be involved.

I know that it's difficult. But just lean back and say "hey, it wasn't useful, so i haven't done anything" isn't the right way. If this person continues and you have contacted the authorities it's their fault.

I agree but cyberbullying and hate crime is not the only issue here. There is deformation of character towards the pupil and teacher too.

Perhaps the best way would be to report the offending blogs to Blogspot.com and have them taken down. They will be able to provide authorities with any required info on the offending poster and their IP. This may actually get a quicker result than contacting the local police who will simply forward it to their intel department.

Next there is the problem of the offending person being a minor. Under UK law, they are handled with kid gloves.

When I said he was probably under Social Services supervision, that was an assumption on my part baed on his activity and attitude.
