Need help investigationg a "Joe Job:" jejavascript.net

Hi everyone

I'm an occasional rater on WOT, from time to time I make reports of sites I come across, usually good, and sites advertised in spam, usually bad. Usually when I get a spam email, I quickly follow a standard procedure: read the email, investigate, rate on WOT, comment, move on.

But I am conscious of the need to investigate things with some level of thoroughness because there are Joe jobs out there http://en.wikipedia.org/wiki/Joe_job

Usually my concern about Joe jobs is raised when one of 3 red flags appear:
1) I get multiple messages. Genuine spammers like those fake medicine rings are normally satisfied to send one or two messages per day. Joe jobbers want to make sure you don't miss their "message" and will normally send you 4+ emails on any given day.
2) The website's language doesn't match that of the spam email: with genuine spam, the emails match their spamvertised sites, with both normally written in English.
3) The spamvertised site doesn't seem to be selling anything.

All 3 of those arose this morning with jejavascript.net
The spammers sent me at least 1100 spam messages today 'advertising' it. The emails were in English but the website is entirely in French with no inbuilt English translation. Finally, when I did translate it with Google Translator, it seems to be a javascript tutorial website for French web designers.

But I'm not an expert on these things, I don't for example work with those spam domain lists, so I would appreciate it if others would come take a look, see whether I'm making any sense, and if so, to help me correct the sites rating and also to look out for this domain on those anti-spam lists etc.

It's on SURBL's list (not that I trust those things anyway); see here. But it doesn't look dangerous nor seem to contain malware.
