Problems with active yet unmoderated art collaboration site

Doodletoo.com is meant to be a collaborative boards for artists where its users are drawing live, though it has many serious problems.

Its Terms of Use state:
C. You agree not to use or launch any automated system, including without limitation, "robots," "spiders," "offline readers," etc.,’that’accesses the DoodleToo.com Sites in a manner that sends more request messages to the DoodleToo.com servers in a given period of time than a human can reasonably produce in the same period by using a conventional on-line web browser.
you further agree that you will not: ... (iii) submit material that is unlawful, obscene, defamatory, libelous, threatening, pornographic, harassing, hateful, racially or ethnically offensive, or encourages conduct that would be considered a criminal offense, give rise to civil liability, violate any law, or is otherwise inappropriate;
Yet there is plenty of robots and offensive material to seen on the site, breaking every single rule above and no moderators are on sight. Some have even hacked the site in the way that allows them to post pornography as photos, not only as drawings. Some of the users give pro pedophilia statements. The site is not safe for children.

I have also reported the Wikia page of the site which user base was similarly bewildered, and it was removed.
