Relate child rating to general rating ?

Is there any circumstance where the child rating should be better than the general rating? Or can the two be independent somehow?
Unsuitable for anyone implies unsuitable for children. Untrustworthy or malicious websites should be automatically rated bad for kids, to help with auto filters.

I would like to see better integration & cooperation among security promoting websites & providers.
As indicated above, it would also be nice if email clients & browsers using NoScript or other such tools could use / share safety and functionality ratings more efficently/effectively.
