Rated. Other users have already explained it all, such as how MysteryFCM mentioned that your site sold software allowing cybercriminals such as hackers to encrypt their malware, thus making it impossible for antivirus software to detect the malware.

I may be able to revise the new criteria some more to exclude opinions from WOT, only anti-virus scans and solid evidence that the site isn't good.
