My wish

To set my browser to only download sites which are rated "Safe" by WOT. Can it be done?

Yes, you can switch add-on settings from warning to blocking mode. Add-on in IE and Firefox supports it.

Edit to note: websites with bad reputation will be blocked.

Remember that WOT is not SiteAdvisor. It's not rating sites "safe," it's rating them "trusted." It's a higher standard. If this is for your children, that might be appropriate, but for yourself, it may be sufficient to have the red circle and then look at the comments to make your own decision about safety.

You can adjust your settings > warnings however you wish

Remember unrated sites, by default, are "allowed" you must select:
Protect me if no rating is available for each rating category; generally selecting the first category Trustworthiness is sufficient, however this will eliminate access to many domains / sites which do not yet have a reputation in WOT (trusted or not).

You can get an add-on called NoScript and set it to block all new sites (ones you have never visited) from executing scripts.

Afaik NoScript is only available for Firefox. However,
other browsers probably has a similar add on.
I know that Opera has something called NotScript.
But I don't know about Explorer (but I wouldn't recommend it anyway...).
