Thumbs up/down disabled on websites?

How do some websites get to have the thumbs up/down feature disabled? ie Ask.com

It's explained in the wiki, have a look at:

Sub heading-Scorecard comment voting:
When a site's reputation has become controversial i.e. there is a discrepancy between high and low ratings, the ability to agree or disagree with existing comments is deactivated. This is an automatic response from WOT and is not an action taken by WOT Staff.

Although that wiki entry should be updated as it gives the impression that it's always an automatic response, when in fact sometimes in rare cases staff disable comment voting manually.
