I think all ratings should be at least 10 words or one sentence minimum or they should not count. As far as how many sites are rated within a given period of time, it usuallly depends on how well I know a site. I am as honest as possible as far as saying whether or not I have used a site several times or just once.

Ratings are not comments, nor do ratings require registration.
WOT has over 60 million users; less than 5% are registered (able to comment here or on a scorecard)
You should click the support link or visit the wiki and read the FAQ (community page > wiki)

@Edith Lincoln: Some of the members here are quite skilled at researching malicious sites and they can identify groups of dangerous domain names controlled by a single criminal. It's not unusual for a member like that to rate hundreds or thousands of such sites within a few seconds using the MRT. It takes a little longer without it, but not much; I'm not a programmer but I was able to run through my lists of fraud sites pretty quickly even before I had MRT.

However, your comment implies they are rating good sites. That does take more time. Good sites look to build their reputations, so they aren't creating thousands of look-alike sites with different domain names. If you see a user who seems to be a "sock puppet" posting glowing reviews of multiple sites, notify a moderator or administrator to investigate.

Then after a quick rating and inserted/pasted comment
replace the domain name with another from a text file, click "Enter"
repeat.until domain list is exhausted.

ok can you tell me how to do that ?

I don't think it is really valid rating, it would appear the intent is just to increase one's account level.

This site could use a time restriction on posts/ratings, in a way one cannot post/rate again until 1-2 minutes have elapsed. This does seem possible for when it comes to applying it to user accounts.
