It basically comes down on the side of the isp's using Phorm, and the UK Government stated that its plan for the 'Intercept Modernisation Program' was dropped....but they didn't tell people that it would be going ahead and run by 2 private companies.

Big Brother wants to know more about you than you know yourself.

Democracy? Not here, becoming more and more of a dictatorship and we are closer to communism than many of the countries that have socialist governments.
