Just so you know, even content that is available for free on the Internet should be assumed to be copyrighted. That means the law says you are not allowed to copy that content onto your own site without permission. 99% of the time that permission has the requirement you attribute the copyright owner.
There is content online distributed under Creative Commons licenses. Unless that license is a CC0 dedication, the licenses have terms that among other things require attribution of the copyright holder thus the CC-BY designation. Of course in the case of CC licenses there are several restrictions (CC-BY-SA which means the copy must be CC-BY-SA licensed, CC-BY-ND which allows only exact copies, or CC-BY-NC which prohibits commercial reuse).
Scraping and re-posting content as your own without attribution is illegal.
