Shouldn't this be a gray donut?

Why are some sites with NO user ratings showing a green donut?

For example, this site http://www.csail.mit.edu/ (which Sami recently referred to in a posting) is rated green, and there are NO user ratings. (Granted, it appears that it would be safe, but still it hasn't been user rated).

Shouldn't it be a gray donut with a question mark, indicating it hasn't been user reviewed??

There are no user comments for the site, but there are several user ratings. You can rate a site without leaving a comment, it's completely optional.

As you can see on [url=https://www.mywot.com/community t=_self]the community page[/url], we have received over 90k ratings during the past week alone, but there are still less than 40k comments in total. We actually added the scorecard and the possibility to leave comments only a few months ago.
