Explain The "Other User's Opinions" on Scorecards?

Dear WOT,

I have always had difficulty understanding the "Other User's Opinions" and the "I Disagree" options on the scorecards. Can community members explain what those sections are and how they work? Why are they even there, and only listed for a small number of categories?

This is the one element of WOT scorecards that has always confused me.
